Developing and maintaining a water resources website, like any major public website, requires an on going analysis of the developer's goals in conjunction with the needs of the target audience. From the analysis of website usage logs, to graphics optimization, this paper examines a variety of tools and techniques that we have employed in the development of government, university and commercial websites. With these tools and techniques, we can not only track the changing nature of a website's audience, but also develop sites that meet the goals of the website owner, while maximizing the benefits to the user.
