The Imperial-Mexicali Valley is situated on the U.S.-Mexico border between the Lower Colorado River and the delta at the north end of the Gulf of California. The city of Mexicanli has a population of approximately 1.25 million inhabitants, with maquiladora manufacturing plants, agricultural development, and binational commerce providing the impetus for rapid growth (doubling in size in the past ten years). On the U.S. side of the border, Calexico is situated at the south end of the Imperial Valley―the winter produce capitol of the United States, with a billion dollar annual agricultural production. The Lower Colorado River Delta and Salton Basin provide critical habitat for millions of birds on the Pacific Flyway. Furthermore, the Delta has been designated as a Biosphere Reserve under UNESCO, harboring endangered species and several Native American communities. The region is facing a number of water resource management issues today. These include over-allocation of water from the Lower Colorado River; municipal wastewater discharge from Mexicali to the Imperial Valley and ultimately the Salton Sea; agricultural water quality problems; and potential pipeline corridors proposed as a component of measures to stabilize salinity and elevation of the Salton Sea. The University of Redlands' Institute for Environmental Design, Management and Policy and the Instituto Tecnologico y de Estudios Superiores de Monterrey (ITESM) at Guaymas have established parallel database programs to facilitate information and technology exchange. This collaboration will provide a basis for resolving the many shared water resource management issues facing this U.S.-Mexico border area today.
