Since 1995, the City of West Palm Beach and the South Florida Water Management District (District) have led a cooperative effort to develop a Comprehensive Water Management Plan for Northern Palm Beach County, Florida. The plan focuses on land areas located within the Southern L-8 Basin, the City's Water Catchment Area (WCA) and water supply lakes, and the C-18 Basin. This planning effort includes two phases: Phase 1 produced a water budget model that simulates runoff, routing and storage within the planning area and Phase 2 evaluated water management alternatives using the model developed in Phase 1. The water budget model consists of linked spreadsheets that span an 8-year period. It is rainfall driven and includes wet and dry years; the dry period is representative of the l-in-10 year drought. The model quantifies the benefits of above-ground and below-ground storage mechanisms including reservoirs, aquifer storage and recovery (ASR) wells, water control structures, and connections between basins. During Phase 2, alternatives were developed for each sub-area. The alternatives consisted of components such as storage mechanisms, interbasin transfers, the addition of highly treated effluent as a new source of water and re-routing water via pump stations. Performance measures were developed by stakeholders and incorporated into the water budget model. The performance measures were used to determine the relative success of each alternative, and were summarized in graphical and tabular formats.
