The Hubble Space Telescope is arguably the most important spacecraft built in human history, and has served as a trailblazer for the development efforts that have followed. The development process was not easy, and thus provides ample opportunities for lessons learned. Hubble cost was driven by particular NASA management policies, technology issues, and flawed teaming approaches. The demonstrated performance of the Chandra X-ray Observatory shows how many of those approaches can be improved, producing more affordable space telescopes.
