Power control and the corresponding spectral efficiency of DS-CDMA systems in fading channels with fixed single quality of service (QoS) are considered. Conditions are proposed for the optimality of the decoding scheme of successive interference cancellation combined with minimum mean square error multiuser detection (SIC + MMSE) to minimize the total transmitting power. The parameters of spectral efficiency in both low and high energy regions are obtained explicitly. For practical applications, systems with limited decoding delay or relaxed QoS requirements are studied and are shown via numerical results to achieve good performance.
