The Tarpon Bay Hydrologic Restoration Project was initiated in 1995 when residents of Isles of Capri, (located adjacent to Tarpon Bay), raised concerns regarding water quality in Tarpon Bay. Tarpon Bay encompasses 360 acres of submerged habitat located within the boundaries of Rookery Bay National Estuarine Research Reserve. Historic and current aerial photos suggested that water quality deteriorated after a road (Isles of Capri Boulevard) was constructed to connect the four islands of Isles of Capri. Submerged lands between the islands were filled to use as foundation for the road, without incorporating culverts or bridges, thereby cutting off tidal flow between Johnson Bay and Tarpon Bay. The objective of this restoration project is to re-establish the natural tidal flushing between Tarpon Bay and Johnson Bay by dredging out the fill between the islands, then installing two large culverts measuring 2.49 meters x 2.49 meters (8ft x 8ft) interior and constructing one bridge where water historically flowed freely (Figure 1). The first culvert was completed in April 2004. The issues that arose during the installation of the first culvert will be the subject of this manuscript. Once both culverts and the bridge are in place, historic tidal flow will be reestablished, which should improve water quality, the submerged habitats, andd aquatic species. Additionally, the culverts are designed large enough to allow the West Indian manatee (Trichechus manatus) to travel between Tarpon Bay and Johnson Bay, avoiding the heavy boat traffic on Big Marco Pass, which is their present route. Although it is too early to conclusively determine the extent of water improvement within Tarpon Bay, visually it is apparent that tidal flow through the culvert and channel is providing significant local flushing. Numerous fish species, as well as manatee, have been observed around and passing through the culvert. Monitoring of Tarpon Bay will continue for two years after completion of the bridge once two culverts are constructed first. The lessons learned from this project will provide valuable restoration experience for similar future hydrologic projects within Rookery Bay National Estuarine Research Reserve.
