On behalf of the Massachusetts Water Resources Authority, the joint venture Parsons Brinckerhoff Quade & Douglas, Inc. and Metcalf & Eddy conducted an environmental investigation as part of the design of a project located in South Boston. Over 200 soil samples were collected from both undisturbed marine sediments and coastal urban fill. After excluding samples contaminated with petroleum or coal tar, concentrations of metals and polynuclear aromatic hydrocarbons were evaluated for the entire sample database, for native soils only, for a subset of native soils containing clay, and for urban fill soils containing ash or debris. The 95th percentile values for each chemical and soil group were compared to current and draft proposed Massachusetts Contingency Plan Method 1 soil risk criteria. The most conservative draft proposed soil criteria applicable for South Boston (S-1/GW-3) for arsenic, cadmium, lead, mercury, and many PAHs may have been underestimated for urban fill soils. The most conservative draft proposed criteria for beryllium, chromium, and nickel may also be too low to be used even for native soils. These comparisons suggest that site-specific background concentrations should be evaluated to avoid the conclusion that significant risk is present when chemical concentrations are attributable to background conditions.
