Water transmission system is one of the lifeline systems, which is of significant importance to safety, health and normal life of a community. Therefore, the consideration of the serviceability of water systems under an expected earthquake is quite necessary. The branched water network systems were analyzed by the continuity condition of flow, and pipe failure mode condition. The objective was to increase the "factor of safety" or reduce the "vulnerability" of water network systems by selecting the pipe sizes under seismic loading, which the axial strain mode of pipe failure was only considered here. The planning management model was used to illustrate for branched water network systems, which formulated as a linear model. Several simple hypothetical examples were illustrated here.
