Site-specific PMP and PMF studies by their very nature do not lend themselves to one standard procedure. By virtue of a unique geographical setting, a site-specific PMP/PMF study considers new approaches or will modify existing ones to meet the needs of the area. To date, there are relatively few successfully completed site-specific PMP studies in the U.S. for dam owners and others to draw on. For this reason, retaining a Board of Consultants (BOC) to oversee these site-specific PMP/PMF studies can provide valuable benefits by providing a multi-disciplinary team to address the problem. This paper examines the role of a BOC throughout development of a site-specific PMP, and subsequently, a revised PMF on the Upper and Middle Dams drainage basin in western Maine. Interactions between all stakeholders; the owner, regulator, consultants and the BOC, are presented to highlight the process. Results of the BOC effort are presented, along with the overall impact on the final PMP/PMF for the two dams. A PMP/PMF study is of considerable importance in assessing dam safety. Results of this study may indicate that costly dam modifications are required to safely pass the required spillway design flood. Therefore, it may be in a dam owner's best interest to consider a site-specific PMP/PMF study that more appropriately estimates the PMP and PMF for the area in question, rather than relying on the "standard" approach as presented in Hydrometeorological Report No. 51 (HMR 51) and other documents. A site-specific PMP/PMF study challenges the "normal" published approach to development of a PMP/PMF for a dam. Therefore, approval by the regulating agencies requires additional considerations not encountered with the "standard" approach. This paper shows that a Board of Consultants can play an important role in producing a successful study. The independent guidance and oversight from the BOC brings an additional level of credibility to the study and improves the likelihood of approval by regulatory agencies.
