The reservoir was lowered just enough to allow the required construction on the upstream slope as water was needed for hatchery operations throughout construction. The sequence of construction was as follows: 1. Trees and brush were cleared and grubbed from the embankment. 2. Steel sheet piling was driven to form the emergency spillway training walls, starting on the left side. 3. Topsoil was stripped from the embankment and stockpiled. 4. Excavation to subgrade was commenced within the sheet pile walls for the emergency spillway, starting on the left side. 5. Construction of embankment fills was commenced using material excavated for the emergency spillway, starting on the left side of the dam. 6. The emergency spillway underdrain, consisting of a 6-inch layer of filter sand overlain by a 12-inch layer of drainage stone, was constructed following excavation. 7. RCC placement for the left side of the emergency spillway was commenced. Concurrently, the right side emergency spillway was prepared for RCC placement. 8. Upon completion of the left side emergency spillway, RCC placement was commenced for the right side. The RCC mix design consisted of 450 lbs. of Type Ⅰ/Ⅱ Portland Cement, 262 lbs. of water, and 3,428 lbs. of a single gradation, modified NCDOT road base aggregate. The maximum size aggregate (MSA) was 1(1/2) inches. The specified 28-day compressive strength was 3,000 psi. The relatively high cement content was required because of poor grading of the sand fraction of the NCDOT base course aggregate and silt fines on the high side of the specified range for minus #200 sieve of 3 to 8% by weight.
