Regulations resulting from the Endangered Species and Clean Water Acts could impact 75% of the land-area in Washington State and impose economic costs on forest product and agricultural producers. Industry stakeholders and State government have proactively developed a plan to promote salmon recovery that includes establishment of 10,000 km of riparian buffer zones. Assuming salmon recovery can be achieved through restoration of riparian habitat no consideration has been directed towards what impact the establishment of buffer zones will have on terrestrial arthropods. Plants persisting in riparian zones will effect arthropod population dynamics. In natural ecosystems plants persist in balance with their environment. Can community level homeostasis be achieved in narrow riparian strips? Increased migration of agricultural, forest, and public health pests should be aniticipated from buffer zones into nearby agricultural fields, forests and human settlements. Obviously, the pests that arise from buffer zones will depend largely on which plant species persist in the buffer zones. Naturalized exotic weeds will effectively compete with preferred native plants in buffer zones. Survey of the literature and direct observations demonstrate that generalist arthropod pest populations will increase in riparian buffer zones.
