WATERSHED SCALE ANALYSIS AND MANAGEMENT OF CUMULATIVE IMPACTS

Analysis of the spatial distribution of development-related impacts to the riparian ecosystems of the Santa Margarita watershed in southern California shows that the cumulative impacts have been exacerbated beyond a mere agglomeration of the impacts of individual projects. The impacts of development on habitat structure, contiguity, and landscape context were evaluated using indices scaled to regional reference sites. Project specific impacts were mapped using ARC/INFO GIS and analyzed for spatial associations. Efforts to reduce impacts on a project-by-project basis have failed to prevent strong spatial autocorrelation. Along some streams, numerous small projects in close proximity have resulted in adverse impacts to entire stream reaches. Along other streams, patches of adverse impacts have fragmented the aquatic resources to a point where the overall functional capacity of the entire waterway may be unpaired. In addition, the ecological functions of unaffected areas have been diminished due to the prevalence of surrounding degraded areas. This approach can be used to identify locations in the watershed to focus restoration efforts. It can be used in a predictive manner in future watershed planning efforts to evaluate alternative development scenarios at a landscape-scale in order to ensure spatial heterogeneity and contiguity of critical riparian areas.
