RIPARIAN MANAGEMENT'S ROLE WITHIN A BASIN-SCALE MANAGEMENT PARTNERSHIP

Riparian zones are caught in a web of federal, state, and local agencies with myriad legal authority and programs designed to develop waterbodies and uplands for economic growth while protecting their ecological values. Considerable development authority coalesces in site-specific, cooperative hydrologic-based administrative infrastructures that implemented projects that altered riparian zones. Eventually, Congress interjected ecological considerations into these planning processes to avoid, minimize, or mitigate adverse riparian impacts. Still, this additional authority never evolved into a basin-scale management process. The Clean Water Action Plan (CWAP) reoriented federal laws and programs administratively to create a flexible federal framework for locally led basin-scale management efforts tailored to individual basin's unique ecological, legal, and social conditions to remedy this shortcoming. The CWAP uses Geographic Information System (GIS) technology extensively to assemble and analyze ecological data required for such management but does not include site specific intrastate legal or social data. Using Mississippi's multi-land use Upper Pearl River Basin as an example, this paper presents GIS-based methodologies to identify, delineate and compare a basin's unique administrative infrastructure, development projects and communities, as a foundation for a new voluntary, basin management partnership with the authority to restore and/or enhance riparian zones.
