In 1990, the Nashville Metropolitan Department of Water Services began work on its $800rnmillion Overflow Abatement Program to mitigate combined and separate sanitary sewerrnoverflows from its wastewater collection system. Since then, with the cooperation of therncommunity and through an agreement with the Tennessee Department of Environment andrnConservation, the program has completed system improvements costing more than $500 million.rnThe completion of the $26 million Demonbreun Combined Sewer Separation Project played arnsignificant role in the success of the program – eliminating eight overflows from thernDemonbreun drainage basin.rnNashville recently invested in two major downtown capital projects: a $125 million arena and arn$292 million stadium. The arena and the stadium projects imposed time and schedulingrnconstraints on the design and construction of the Demonbreun Combined Sewer SeparationrnProject. To accomplish the construction under these constraints, Nashville used fast track designrnand construction methods to complete the separation project in two phases. The project teamrncompleted the design and construction of Phase 1 over the 11-month period prior to the openingrnof the arena. Phase 2 was completed over the 20-month period prior to the scheduled start ofrnroadway and bridge improvements for access to the new stadium.rnParticular emphasis was placed on obtaining special budgeting and purchasing systems with therncooperation of the Metro Purchasing Department and the Metropolitan Development andrnHousing Authority. The design consultant accelerated the schedule by designing each phase ofrnthe project in segments. As the consultant completed the design of each segment, and walked itrnthrough the approval process, the segment was released to the contractor for construction.rnStrategic planning enabled the project team to coordinate the work with all parties involved in orrnaffected by the project – agencies, utilities, contractors, subcontractors, property owners, andrnother stakeholders.
