The Florida Inland Navigation District, the state sponsor of the Atlantic Intracoastal Waterway and a portion of the Okeechobee Waterway in Florida, has completed the planning phase of Long-Range Dredged Material Management Plans (Taylor et al 1990, 1993, and 1997) for these waterways. These Plans provide for a permanent infrastructure of 61 management and recycling facilities for all maintenance material dredged from the 374 miles of Intracoastal Waterway and for 15 miles of the Okeechobee Waterway. The Plans also focus on treating the dredged material as a resource to be recovered and recycled for various beneficial uses. As part of these plans four islands, created by dredged material from previous dredging and located adjacent to high maintenance areas of the waterway adjacent to ocean inlets, were identified for continued use for dredged material management. However, the four islands were already filled to capacity or near capacity from previous dredged material placement therefore necessitating the removal of dredged material (offloading) if continued use is to occur. To date three sites have been offloaded or are being offloaded and the fourth site has been designed and permitted for future offloading. Two of the islands have been offloaded by utilizing a hydraulic dredge to re-slurry the dredged material and transport it by pipeline to ocean beaches to re-nourish areas that are experiencing significant beach erosion. The third island is currently being offloaded utilizing conveyors and barges. The dredged material is then being transported down the Intracoastal Waterway to a fill an area that was deepened by previous dredging for construction fill. The previously dredged hole will be filled to create environmental habitat and to provide mitigation credits for future projects on the waterway. This paper will focus on the specific aspects, successes and failures of these offloading projects.
