International conventions, federal laws, federal norms and regulations serve as a legal ground of cooperation between the state regulatory body in the field of safety at nuclear energy use (regulator) and operating organizations (operator). Design and research organizations of Rosatom together with the scientific and engineering centre for nuclear and radiation safety (SEC NRS) of Rostechnadzor carries out the scientific support for this cooperation. This paper describes the interactions between these different organisations in nuclear legacy management.
