Main problems in urban pollution in China have been analyzed. Industrial boilers and heating boilers are the dominant source to urban pollution, and it is urgent to solve problems caused by the large amount of small-and medium-sized industrial boilers. This paper introduces ESCO operation and its international application, research of application possibility for small and medium size industrial boilers in China has been done based on the analysis of present situation of small and medium size industrial boilers. The conclusion is that Energy Service Company (ESCO) is a rational option to improve efficiency and energy saving of China's small and medium size industrial boilers.
