Korean container terminals have been constructed and managed by the Korea Container Terminal Authority(KCTA) since the late 1970s. There are five container terminals under operation in Busan.; Hutchison Busan Container Terminal (HBCT), Busan East Container Terminal(PECT), Uam Terminal Company(UTC), and Gamman Container Terminal(GCT), and New GCT, or Gamman Expansion Container Terminal(GECT), which has two berths, a 50,000 dwt berth and one feeder ship berth of 5,000 dwt. Despite that accademic and political debates over the development of the Gwangyang container terminal have been widely addressed, the Port of Gwangyang has gained to some extent cargo traffic with development of the port as planned. It is assumed that the major objectives of the Korean Port assumed are, among others, to increase traffic, to obtain a competitive edge compared to other ports, to create and/or maintain employment. Such objectives have been mainly led by the governments.
