Since the period of the "Ninth Five-Year Plan", Anshan Iron and Steel Group Corporation (hereafter referred to as Angang) has persisted in the strategy of sustainable development and, in combination of large scale technological reform of the enterprise, extensively tapped potential for saving energy and reducing consumptions, intensified pollution prevention and control and implemented clean production, resulting in a historical breakthrough in the development of the enterprise and being praised by General Secretary Jiang Zemin as "New scenes replacing the old". During the period of the "Ninth Five-Year Plan", Angang invested 930 million yuan to environmental protection projects, which amounted to 7% of the total investment for technological reform. By the end of 2001, Angang had completed 1109 sets of environmental protection facilities, of which 904 were for dust and smoke treatment, 87 for water treatment, 87 for noise control and 31 for others. Old difficult pollution problems, such as that known as "three dragons" (black smoke dragon from the sintering plants, yellow smoke dragon from the steel making plants and white smoke dragon from the cement plant) and "one snake" (oil-containing waste water from Beidagou steel rolling mills) and "one mountain" (hill of ore slag), have been solved. Meanwhile, Angang promoted with great efforts environment beautifying and greening activities and, as a result, was elected in May 2000 as a garden-like works in Liaoning province.
