Developments in the USA, Canada and Australia have proved the value of using the purchasing power of public procurement to influence the accessibility of ICT products and services for all citizens, not only those who work for government organisations, or use government services. In late 2005 the EC adopted Mandate M/376 and the main European standards organisations, ETSI and CEN/CENELEC were instructed to prepare for the work. Phase 1 of M/376 requires ETSI to review and report on current ICT accessibility legislation, policies, procurement requirements and standards, and CEN/CENELEC to review and report on conformity assessment for accessible ICT. This paper describes the work of the work carried out by ETSI in Human Factors Specialist Task Force (HF STF) 333 - European Accessibility Requirements for Public Procurement of Products and Services in the ICT Domain - EC Standardisation Mandate M/376, Phase 1.
