This study demonstrated that it is possible to develop a production assessment system in North Korea using a model containing the NDVI derived from the NOAA/AVHRR satellite database. The model-produced production estimates are found to be timely and accurate when compared to the traditional estimates. There are two hypotheses in this study to be stated: the use of the lands in North Korea has not greatly varied over years; the crops cultivated in North Korea have not greatly changed in kinds over years. As we know, it is possible to separate the cultivated areas from lands for other uses by some kinds of satellite image data, but it is not feasible to get a clear satellite image for every year. Therefore, land cover image for 1998 is used as the substitute of that for every year in this study. And in this study, rice and maize are estimated together as cereals. If the proportion of each kind is significantly changed, predictions derived from this model will be inaccurate.
