In the process of resource-based economy in transiton, the characteristics of transition for the resource-based economy, should focus on the role of ecological and environmental protection policies and laws in the economic restructuring. Economic and industrial development policies play a positive incentive, and ecological and environmental protection policies and laws play a negative incentive. The realization of the transition in the resource-based economy, the two can not be neglected, and not be substituted for one another. The area of resource-based economy in transition should legislate and implement relevant strict policies and regulations by the " prior to carry and try " policy, boost up the protection of ecological environment, and promote the development of resource-based economy in transition.
