The Pennsylvania Air Quality Off-Network Estimator (PAQONE) is a windows-based transportation and air quality analysis model customized for Pennsylvania. PAQONE analyzes transportation control measures (TCM) and TCM-like projects not capable of being modeled in a network-based travel demand model. This is typical for projects not amendable to physical representation like area-wide or employer-based programs, transit improvements and bus replacements or, projects that are too small to represent in a regional network. Other examples include: arterial improvements, signal progressions, bike and pedestrian trails and turn lanes. These types of projects have small but measurable transportation and emissions impacts, but collectively can be beneficial for meeting area-wide air quality goals. PAQONE uses two distinct modules and databases to store project data and emission scenario data. The transportation module estimates four different types of traffic impacts: vehicle miles traveled (VMT), vehicle trips, speed changes and bus VMT. The emissions module calculates the regional emissions benefits for volatile organic compounds (VOC), nitrogen oxides (NOx) and carbon monoxide (CO). The results are presented in a summary report. PAQONE stores thousands of projects and can group projects for joint analysis by completion year or by project location. PAQONE includes county-specific data and local planning assumptions to provide rapid analyses with consistent results.
