The assessment of the amount of traffic impact on land development projectsrnis the basis of traffic impact analysis for decision making. This also providesrntheoretic support for the collection of traffic impact fees. Because the traffic impactrnanalysis involves many factors that are difficult to quantify, we propose a trafficrnimpact evaluation model for land development projects based on the matter-elementrnanalysis theory. Seven evaluation criteria are chosen to reflect the impact on the roadrnsegments, intersections, parking facilities, public transportation, traffic safety,rnpedestrian traffic, as well as the atmospheric environment. We further conduct arnquantitative evaluation of air pollution using simulation software-VISSIM. A casernstudy was carried out in Shanghai using the matter-element model proposed in thernpaper, and the impact of land development projects on the surrounding trafficrnnetwork were quantified. We found that the matter-element evaluation model forrntraffic impact analysis could provide more objective and reasonable results.
