In summary, and in a direct response to the question in the title of this introduction: yes, EU enlargement brings benefits for the present EU steel producers by enhanced economic growth perspectives, in particular in the new member States, by continued strong defence against market disturbances wherever they come from and a stronger voice for Europe on the world stage, including in the steel trade policy areas. But enlargement is not a zero sum game, as the European Union is an open market. Also others may reap the benefits created by it, including steel producers in the new Member States and in third countries.
