The Olivenhain Dam built for the San Diego County Water Authority (SDCWA) is the firstrnroller compacted concrete (RCC) gravity dam permitted by the State of California and, with arnheight of 318 feet (97 meters) and a RCC volume of 1.44 million cubic yards (1.1 million cubicrnmeters), is the tallest RCC dam in the United States. The primary design objective is for the damrnto survive a large seismic event remaining fully operational to provide an emergency supply ofrnwater to the San Diego region. To meet this objective, designers selected a flexible PVCrngeomembrane system for installation over the entire upstream face of the dam as one of itsrnprincipal design features. This represents the largest geomembrane facing system (412,150rnsquare feet) ever installed on a dam.rnThis paper discusses the selection, design, and construction of the upstream facing systemrnfor Olivenhain Dam. The selection process included evaluating 16 different upstream facingrnsystems that have been used worldwide for RCC dams. The geomembrane system wasrndetermined to be the highest rated upstream facing system based on a number of criteria includingrnseismic survivability, seepage control, constructability, appearance, durability and cost.rnKey features along with construction photographs of various elements of the waterproofingrngeomembrane system are presented and described. The two major changes made duringrnconstruction were scheduling of the membrane installation and the addition of a compartment sealrnabove the plinth. The benefits of these changes and other construction details are discussed.rnFinally, the overall performance and seepage results from monitoring during the filling ofrnthe reservoir are presented. At the time of this paper, the reservoir is 92% full by height (293rnfeet of the 318 foot dam height) and the seepage from the membrane system is about 1.27rngpm, which is less than 5% of the acceptance criteria of 35 gpm.
