Heathrow Express's service to Paddington is the first of a new era of transport systems. It could be described as addressing a 'niche market' - in other words it is a system designed from the outset for a particular need. The concept of starting from the basis of customers and their needs must be the way forward for all of us.rnI have been careful to avoid the term 'rail industry' in this paper. Our customers are not interested in the mode - be it bus or rail or anything else. They simply want a quality transport system, meeting their particular needs at that time. Equally the word 'industry' carries the wrong perceptions. We must regard ourselves as running businesses - and perhaps present ourselves instead as part of the 'transport business'.
