This paper investigates the role of the Chinese government in telecommunications reform in the People's Republic of China. It starts with a brief review of the change of government's function in china's telecommunications sector from 1970's to the present and assesses the impact of external factors such as China's accession to the World Trade Organization ( WTO ) on the country's telecommunications policy and regulations. The paper ends with a discussion of the trend of reform and development of telecommunications regulatory regime in the future in China especially as it relates to the forthcoming 3G Era.
