The preferred and most often implemented method of removing free water from the top of operating tailings dams in South Africa is by penstock decants linked to a buried pipeline which in turn discharges at the outer edge of the tailings dam. This paper initially documents the historical background to the original selection of this method of capturing and returning free water back to the plant. It then deals with the various types of penstock decants in use in South Africa from the standard single decant structure capable of decanting at the rate of approximately 0.30 m~3/sec, to special towers capable of decanting at a rate of 2.1 m~3/sec. Operational issues are discussed including safety controls, access and monitoring. Also presented are the mechanics of past failures and the changes in design which have taken place over time to improve the safety and performance of these structures. The paper concludes with the latest developments in the design, operation, monitoring and closure of penstock decants in Southern Africa. These new developments include the use of video camera inspections not only for monitoring but for the sealing of penstock decants under operational conditions.
