Recent mergers in the aerospace/defense industry and new legislation on government proccurement are drastically changing military development. Rotating military personnel and conflicting corporate cultures are two of the many problems facing the defense industry. With life cycles of twenty years and longer, there is little human continuity. The interplay of business, technology, and politics create situations where requirements and designs change overnight. It is not uncommon that critical requirements are removed from the contract to lower cost without systematic backtracking to understand and identify system level side-effects.
