At least 75% of design projects, including capability acquisition projects, do not meet all their goals. In part, this is due to emergent, unwanted and unexpected behaviour. In turn, this behaviour is usually due either to the intrinsic complexity, of the product, or induced complexity because of the organisation and operation of the project. Engineering governance provides a way of containing the effects of complexity, and after discussing complexity, this paper outlines an approach to governance in industry.
