The modern university and college are the two centres of teaching and scientific re-search, a great number of achievements in scientific research has been carried out every year. Therefore, the university and college are both the main resoucres of the scientific research achievements and also the important backing in developing high-technology. But, the rates of the transformation of the scientific research achievements are generally lower, and the development capabilities of the scientific imformation service are mostly weaker in the universities and colleges in China. In this paper, on the analysis of the obstructing factors in the transformation of the scientific reseanch an-chievement in the unversities and colleges, the mechanism of the management and operation of the scientific research achievement are discussed, creating a fine environment of the transformation of the scientific achievements and deepening the development of the scientific information service are studied.

机译：现代大学和学院是教学和科学研究的两个中心，每年都有大量的科学研究取得成就。因此，高校既是科研成果的主要来源，也是发展高科技的重要依托。但是，我国高校科研成果转化的速度普遍较低，科研信息服务的发展能力大多较弱。本文在分析高校科研创新成果转化过程中的阻碍因素的基础上，探讨了科研成果的管理和运行机制，为科研成果转化创造了良好的环境。研究科学成果，深化科学信息服务的发展。
