After 15 years of implementing the renovation policy, Vietnam has gained significant achievements in terms of infrastructure, namely electricity, roads, water supply, telecommunication etc , which brings about favourable influence in maintaining fast socio-economic growth of the whole country. However, the increase in water supply capacity, the growing urbanization process, together with the extension of urban areas and population in almost all the urban and the first development of industrial an export processing zones, has resulted in multi-fold increase ill quantity of storm water and wastewater. In the meantime, urban sewerage and drainage systems are still poor and under degradation. More than ever, development of urban sewerage and drainage systems has become an urgent need. Along with the rise in investment sources from the state budget for construction and rehabilitation of sewerage and drainage systems and capacity building for companies engaged in management of operation and maintenance of the systems, there is the significant increase in the number of urban sewerage and drainage projects funded by ODA. More than 10 cities and provincial towns of Vietnam having ODA funded sewerage and drainage projects with total budget of over USD 1 billion from the Government of Japan, France, Denmark, Belgium, Switzerland and international Financial Institutions like World Bank, Asian Development Bank. Projects are under implementation at various phases. The author describes the major difficulties and challenges found in water and sanitation projects in their development and implementation stages, then proposes number of suggestions and recommendations in order to ensure the projects successfully developed and implemented. These experiences and information could be useful not only for politicians and decision-makers, for project implementing staff but also for the foreign companies who are dealing with water and sanitation projects in developing countries.
