This paper shows that an optimal water supply operation reduces the operational cost with respect to pump power rates. It is necessary to significantly reduce operation costs as well as to meet water supply demands. It is very crucial to make good use of reservoir capacity and to shift the daytime electric power consumption of pumps to nighttime consumption. Such problems can be formulated as 0-1 integer programming as derived in this paper. They become large when applied to multiple water plants. A Genetic Algorithm (GA) is a promising approach to solving such problems, since it requires small calculation time. As a first step in optimizing the large programming problems, including those of multiple water plants, this paper investigates the applicability of GA to the optimization problem including a single water plant. The reduction of power rates is confirmed through several numerical simulations.
