摘要

The Coast Guard is using a sophisticated econometric model to assess and predict material readiness of its cutter fleet. Since its inception in 1994, their Resources to Readiness (R2R) Model has emerged as a key naval engineering measure with broad application and use. R2R uses current data on cutter fleet mix, operating tempo, resources, and casualty data to produce a key metric: percent of operating time free (POTF) of mission degrading casualties. The model also tabulates the top ten cutter casualties, has several equipment availability (Ao) modules, a depot level funding level predictive module, and the ability to explore various "what if scenarios. The model is presently used at Coast Guard headquarters as a high level decision making tool and in several field offices by the logistics and maintenance managers. Simply put, R2R points the fleet towards a target, measures how it got there, and predicts where the next out-year target should be.
