This paper discusses the relationship of Meta-syntheses, Department of Integrative System Design (DISD) and system engineering from the application view. The application of meta-syntheses is a knowledge discovery process supported by the Hall for Workshop of Meta-synthetic Engineering (HWMSE), which is a human-centered man-machine cooperation system based on advanced computer and net techniques. DISD is an entity for Meta-synthetic application and Study. It is emphasized that the DISD is both needed in the application of Meta-syntheses and system engineering. For engineering system, DISD is the technical approach for systemic target. For complex system and giant complex system, DISD is organized to exert the intelligence of expert group with HWMSE as an environment. Meta-syntheses and DISD could be used to deal with practical problems as well as theoretical problems, especially highly synthetic problems and problems across fields. With human-centered application pattern, the organization system, running mechanism of DISD and its management are highly crucial to guarantee its effectiveness. Thus Structure and organization of experts are significant to HWME and DISD. Expert structure includes individual expert knowledge structure and group expert structure. The group structure mainly refers to the collocation and relationship of different kinds of experts for different purposes. Principle and pattern of expert group organization are discussed too. For management pattern in HWSE, self-governed procedure may be important to make equal and free atmosphere and guarantee the production of intelligence.
