Stability Analysis of Sacramento River Setback Levee

A setback levee is being considered as a construction alternative to mitigate erosion occurring along the Sacramento River in Sacramento, California. Current standards require levees to meet certain criteria set by US Army Corps of Engineers (USACE) and Federal Emergency Management Agency (FEMA). Among other requirements, these standard criteria include performing a slope stability analysis to ensure safety of the levee due to water level fluctuation and seismic loading. Accordingly, this paper presents the details of two dimensional slope stability analysis for the proposed setback levee. Due to the lack of nearby suitable fill materials the stability analysis illustrated how using different levee materials in combination with varying the levee geometry can result in stability of the levee being acceptable.
