Hong Kong as a vibrant city has made significant progress in its economic and infrastructure development in the last two decades, but they were built on lives and limbs. Our safety record, especially in the construction industry, had been appalling. In 1996, 220 per thousand workers in the construction industry were injured, including 51 fatalities. Because of the concerted efforts of all partners, the accident rate plunged down 73% to 60.3, while fatalities also fell 66.6% to 17 in 2004. No doubt, this is a remarkable achievement and speaks volumes on the unfailing efforts of all the stakeholders. The advancement in protecting safety and health of the working populace, in term of legislative control and community awareness, has been given a new impetus since 1995 during which a comprehensive review on industry safety had been conducted and the then Hong Kong Government, thereafter, forged its long term policies and approach in managing safety and health. The enforcement strategy has then been shifted from enforcement to proactive safety management approach. The Administration also forged a strong partnership with all partners including the Statutory Bodies, trade associations, developers, professionals and academics to ensure that "safety and health at a jobsite should be managed by those who create the risks and those who are best placed to deal with them."
