Considering its share in and impact on national economies, the construction industry receives additional attention in terms of its performance and productivity. Traditionally, the success of construction projects is evaluated based on the organizations performance on cost, time and quality constraints. However, with the extensive amount of workforce it employs, safety issues have become more important, since the industry still has the reputation of being one of the industries with highest fatality and accident rates. Researches have been going on to improve the safety performance both project-based and industry-based. Within the context of this paper, the discussion focuses on managing the parameters that affect the safety performance from the conceptual development phase to the physical realization of the project. This paper proposes the idea of building a safety performance model using the concept of Quality Function Deployment (QFD) that, can provide more structured and organized way to analyze solutions to the safety management concerns. This new paradigm suggests to develop safety matrices for both design and construction phases using the activities and safety parameters particular to each phase. The construction industry, which suffers from a chronic disability to improve their safety performance, can conceivably use this new conceptual tool to take a more structured approach to managing the safety of their construction projects. The seminal nature of the conceptual model also provides flexibility of the framework for improvements, which can lead to further research on the integration of these matrices to have a safety index unique to the projects.
