摘要

In Korea, the provision for the calculation and standard of "Construction Safety Management Expenses" was established by law in 1988 for the purpose of preparing fundamental plans of action, promoting labors' health and safety, preventing industrial accidents, and creating clean work places. "Construction Safety Expense Management" has a duty to use a fixed amount of the total construction budget on safety management. Now, the Korean government obliges business contractors to use such expenditure as they deem fit for the attainment of safety on the construction site. However, it cannot be considered an effective system for accomplishment of construction safety as many problems and side effects arise out of it. Thus, this study aims to propose an effective alternative for "Construction Safety Management Expenses" as regards the process and characteristics of any given construction by researching actual working conditions and analyzing questionnaires from construction safety supervisors.
