摘要

In most countries, the fatality rate in the construction industry is higher than in most other industries. In the United Kingdom, on average five construction workers are killed every two weeks and one member of the public is killed every month by construction activities (Snashall, 1990). In China, the construction fatality rate is 4.5 per 100,000 workers (Tarn et. al, 2004). Similarly, the USA fatality rate is 11.7 per 100,000 workers. There are an increasing number of centers and commissions in different parts of the world that successfully identify the key factors of safety performance in local construction practices. However, little attention has been given to analyzing and comparing these factors in the context of different backgrounds such as culture and local regulations. This paper addresses that gap and investigates whether there are universal factors that will always influence construction life safety.
