Construction Health and Safety Awareness of Universities of Technology Graduates: An Exploratory Study

The Construction Regulations of the Occupation Health and Safety Act of 1993 promulgated a on July 18,2003 have compelled health and safety (H&S) compliance on the South African construction industry which has been notorious for its poor H&S culture and performance. Typically, the South African Construction Industry (SACI) do not appear to place the same level of emphasis on improving their H&S performance as is evident in many other countries. This lack of emphasis manifests in, for example, poor site practices evidenced in the use of personal protective equipment as a measure of first resort and improper use of scaffolding as supportwork. The fatality and severity rates of the SACI rank third after fishing and transport. The total time loss in days due to accidents in the SACI rank fourth after transport, iron and steel, and agriculture and forestry respectively. There is clearly a need for drastic change in the performance of the sector to reverse these unacceptable trends. Many studies have confirmed the pivotal role of management commitment and involvement in the success of any programs of change. Given that universities of technology (UoT) through their academic programs produce graduates that are employed at various levels of management within the industry, they play an important role in the education and training of construction diplomates and graduates particularly with reference to H&S. These graduates have the potential to directly positively influence the H&S culture and performance of the industry. This paper reports on the importance and adequacy of the preparation of UoT diplomates and graduates in construction H&S.
