The Texas Commission on Environmental Quality (TCEQ) sponsored flare systems performance testingrnheld in Q4 2010 and will issue flare test emission results and a summary report in Q1 2011. It is highlyrnlikely the test results will contain information and performance parameters that will then roll over intornnew or modified Environmental Protection Agency (EPA) US-wide flare system volatile organicrncompound (VOC) control regulations. Almost every flare in the US will likely be affected by these newrnwide sweeping regulations. These, yet to be determined, final VOC regulations will likely target steamrnassisted and air assisted type flare systems across all of the US. Steam assisted type flare systems forrnsmokeless control are widely utilized in refineries and olefin processing plant facilities. The preliminaryrnfield testing done by the TCEQ indicated that steam and air assisted type flare systems, without properrndesign and control, can potentially over aerate a flare flame to the point of producing significant VOCrnemissions well beyond the permitted rates for that facility. Remote infrared hand held cameras, nowrnreadily available in the market, can detect flare VOC emissions from outside the plant property fencernline, and thus flare VOC emissions can now be easily detected.
