With the development of economics and society since the 1980s, problems of deficit in water resources, declination of runoff and water pollution are worsening and becoming harmful for the sustainable development of economics and society. A distributed hydrological SWAT model was developed in the Zhangweinan River basin on the basis of remote sensing and geographical information system, and then was applied to ET management, and simulation of reservoir operation in this study. With the Et management analysis, it is found that ET in cropland decreases in proportion with the decrease of irrigation water amount, and the declination of ET is approximately equal to 70.6% of the declination of irrigation. Results on the simulation of reservoir operation indicate that the "controlled outflow with target release" method-one of the 4 reservoir simulation methods in SWAT that don't rely on observed reservoir outflow data is feasible in the area with less human activities, but it is not feasible for the area with intensive human activities.
