Society is constantly evolving and the fact of the matter is that demand for transparency inrndecision-making has turned out to be a highly topical reality. It is in this context where therngrowing complexity that involves dam safety management can be found out.rnDue to historical and technical reasons, dam safety has traditionally been based on the so-calledrntraditional standards-based approach, where risk is tackled by following recognised defensiverndesign measures, taking extreme values for the loads, conservative values for resistancernvariables and applying safety coefficients.rnHowever, in a climate of growing public scrutiny, the traditional standards-based approach, byrnitself, is becoming increasingly limited to handle a single dam or a portfolio of dams in allocatingrnlimited resources for their operation.rnA qualitative application (screening level) has been carried out by first time on a Spanishrnportfolio of 20 dams, owned and operated by the Duero River Authority (ConfederaciónrnHidrográfica del Duero). In a very simplified manner, the analysis involves potential failurernmodes, load scenarios, probabilities related to the system response and consideration of life lossrnand economic consequences.rnResults show the importance of developing a Dam Safety Program based upon risk analysis andrnfailure mode thinking in the realm of Spanish current dam safety practice.
