The Mystic Lake Project is a high elevation hydroelectric project adjacent to a pristinernRocky Mountain wilderness. On December 17, 2007 the Federal Energy RegulatoryrnCommission issued PPL Montana (PPLM) a new License to continue operating Mysticrnunder FERC's new Integrated Licensing Process. This high head project diverts waterrnfrom Mystic Lake via pipeline, surge tower and penstocks across steep and geologicallyrnactive terrain. PPLM needed torndemonstrate that it had historicallyrnprotected the fishery in the two-milernbypass reach and tailwaters and wouldrncontinue to do so in the future.rnAdditionally, PPLM needed torndemonstrate they could protect thernaquatic resources in the event of failurernof the flowlines. This paper describesrnhow the utility (1) effectively studied thernaquatic resources, (2) assessed pastrneffectiveness of their operations and (3)rnimproved the reliability of the project tornprotect those resources in the future.rnThey accomplished this by building trustrnand consensus with a large stakeholderrngroup who amazingly achieved its collective goals without sacrificing any of the energyrnor capacity benefits nor the environmental attributes the project has provided sincern1927. PPLM and stakeholders found ways to maintain the Mystic Project's renewablernand peaking power resources and simultaneously meet other important public goals ofrnprotecting the natural resources and providing recreational opportunities.
