Basing on the VaR methods and the parameters of basic medical insurance policy in China, an evaluation index is designed for estimating the achievement of basic medical insurance system.Additionally, taking new rural cooperative medical system as an example, this paper uses index to evaluate the effects that systems solve high medical cost problem in different reimbursement models.It provides decision support for policy improvement of administrative department.
