The commercialization of hybrid rice technology has become the Philippine government's banner program for agriculture. Hybrid rice is being utilized in the country' s drive to attain rice self - sufficiency, increase rice productivity and profitability, and generate additional employment, particularly in the countryside. The technology gained national prominence with the launching of a national program in January 1998 and a commercialization program in 2001. Since then, progress has been made in various areas such as breeding, research and development, seed production, seed industry development, and capacity building. Four public hybrids - Magat, Mestizo, Mestizo 2 and Mestizo 3, and four proprietary hybrids - Magilas from Monsanto, SL8 from SL Agritech, Bigante from Bayer CropScience, Rizalina 28 from HyRice provide farmers ample choice on hybrids to use in their respective locations. With increased efforts on seed production capacity enhancement through various PhilRice- organized training courses, 21 hybrid seed growers' cooperatives have been established that now produce about 60% ~ 70% of the program's seed requirements. In 2004, the area planted to hybrid rice totaled more than 200 000 hm~2. From 2001 to 2004, hybrids attained an average yield of 6 t/hm~2 across provinces and seasons compared to the 4. 5 t/hm~2 average of certified inbred seeds for a 33% advantage. On the other hand, average seed production yields across regions also increased from less than 300 kg/hm~2 in 2001 to more than 800 kg/hm~2 in 2004, with some provinces now consistently obtaining between than 1-2 t/hm~2 yields across seasons. Among the key factors for the progress made so far are: strong support at the policy level, engagement of the private sector, increased capacity enhancement activities, front - line demonstrations, development of production support, rewards and marketing assistance systems, involvement of local government units, and massive information campaign.
