The US DoD has modernized its procurement policies by creating and adopting anrnEvolutionary Acquisition strategy, to be found in the newly issued DoD 5000.1, 5000.2 and 5000.2ER documents. Evolutionary Acquisition will have significant impact on Systems Engineering in the US, Australia and elsewhere, to the extent these policies are used. These policies are currently being detailed to apply to specific future procurements and are the subject of considerable discussion. It is hoped that this panel will induce discussion and thought that will aid the successful adoption of Evolutionary Acquisition.rnOne aim of Evolutionary Acquisition is to take advantage of the rapid tempo of technology change by the use of short production lots in close time proximity. Each of the closely space lots will incorporate the latest technology available in its time frame. As a result, while production lot 1 is underway, the demonstration and validation phase for production lot 2 is in progress as is the completion of the development phase for lot 3, and the planning for lot 4. Thus there is a high degree of concurrency of multiple lots in different phases of their development cycle. The consequence of this process is that a fielded force will contain multi-lot equipment of differing capability that must be sufficiently compatible to function effectively together. In addition, there must be the active consideration of an upgrade policy to modernize early lots with improved technology present in later lots.rnEvolutionary Acquisition clearly complicates the job of the systems engineer. Some believe the atmosphere of rapid change will lead to a greater use of spiral processes, especially in cases where lot differences are primarily software. However, given hardware changes, the implications of production still lead to fixed price contracting, which is incompatible with the Spiral.rnThe panelists will bring out the challenges to Systems Engineering that come with Evolutionary Acquisition, and their views regarding how those challenges are best met.rnThe moderator will encourage lively discussion to extract the creative ideas from all participants.
