The traditional methods for selecting proper traffic control devices have primarily been based on operational considerations, particularly vehicular delay. The emergence of roundabouts as a viable control option is forcing professionals to consider alternate methods of comparing control options.rnA comprehensive evaluation of intersections includes the assessment of multiple criteria including life-cycle cost, operational efficiency, safety and environmental impact. The safety component of such a comprehensive evaluation should be tangible and defensible as it directly impacts the construction costs and life-cycle costs.rnA methodology is presented that demonstrates how safety and life cycle cost are integral components of comprehensive intersection evaluation. The safety component includes vehicles, pedestrians and cyclists. The paper illustrates the importance of modifying current practice to incorporate safety as a decisive factor in traffic controlrnevaluations.
